How to retrieve data with multiple location filters when having region and location in the column?

My dataset is working based on location filter and every page has sync filters. Comment per location work fine however whenever I try the region filter for "North America" it does not retrieve region comment's and bring cumulative comments for 3 locations instead of "North America" region's comment. Is there a way to better design or bring region comments when region is picked from the slicer.  Btw, could not find a way to upload my file so I put the screenshots instead. Please let me know if there is a way to upload file instead.

Thanks for the input however I want to display "Good IT Performance" when North America is picked for region instead of displaying 3 records per site. I don't know how but feel like lookupvalue should have been the other way.

You can lookup the comments from other table using LOOKUPVALUE DAX as below:

Comment_Lookup = LOOKUPVALUE(Comments[Comment], Comments[Location], Location[Location])
