There is no direct option for us remove the blank rows in the stacked bar chart in power bi.
You may create the measure like below to get your desired output.
Measure = IF(MAX('Table1'[sal])=BLANK(),BLANK(),MAX('Table1'[sal])) Measure 2 = IF(MAX('Table1'[sno])=BLANK(),BLANK(),MAX('Table1'[sno]))
