How to only show certain groups on a matrix based on if something specific is in the matrix

I have a matrix with the following rows:

VI_PS_TKT_HIST_LIN[TKT_NO]

then 

VI_PS_TKT_HIST_LIN[ITEM_NO]

and the Values for 

VI_PS_TKT_HIST_LIN[DESCR]

I basically only want to show the groups that has the item number of 0000038318 see my example. how do I fitler down these groups and just shows the ones where this is present. I am trying to figure out which tickets have delivery charges associated with them. just using the advancced filter for item number does not work.

Hi! When you put Item Number field in the filter pane in the filter on this page section, and leave it on basic and filter to 0000038318, what is happening with your matrix visual, because this should work to limit your data. 

For example, I have account number and account name from some demo data in a matrix here:

If I filter to Account Name of Louis Abukhalaf, I am left with the two account numbers he is associated to:
