How to mimic combination vertical line + scatter plot chart?

The attached chart was created in Excel. Best way to mimic in Power BI? Should I start with a line or scatter standard visual and try to combine?

Start with line chart and work your way up to achieve your result.

There's no such built-in visual, however you may check this custom visual Spline chart. For more customization, Power BI provides integration with R, you can check Scatter and Line Plots in R
