How to make zoom on shape map stick with background image

I create a Shape map visual on top of a map image. It is because I want to show the location names and other details with the image.

The problem is when I zoom in/out the shap map visual, the bottom map image is not zooming together. Is there any way I can work around it? Thanks.

It is not possible to synchronize zooming between a shape map visual and a static background map image because they are two different aspects. The background map image is not dynamic and does not adjust with the zoom levels of the shape map. This results in a misalignment when you zoom in or out on the shape map visual. For scenarios requiring synchronized zoom and layer functionality, using ArcGIS maps with layers would be a more suitable solution.
