How to make the text to be underlined when mouse suspends on the text

I want to make the text to be underlined when I move my mouse onto the text, like the effect in above screenshot, but I have no idea how I should make it, appreciate if some experts can help with it? Thanks very much!

hello you can add button in insert tab on your ribbon , click on button anc choose your desire one

in my case i will chose blank however if you have bookmarks or pages then use the respective button

here i just added a text called hello

now to change the hover state , in your format tab, go to button format and choose on hover

final result
