How to let card visual display "all programs" when slicer is single selection

Hi there, 

 

I have a question hoping to get your insights. I would like to display some programmatice data in my dashboard. In the dashboard, I created a Card and a Slicer and will have other visuals such as bar charts to display data. The field for the Slicer is program names and the Card would be the header of the dashboard and display the program name based on what program name is selected in the Slicer (single selection). 

 

I would like the slicer to be single selection but also have the option to display all program data by having a All Programs option. I know if I use multi-selection the slicer will have an select all option but I don't want a multi-selection slicer. Is there a way to do that? So the card would display "All Programs" and the visuals in the dashboard would display all programs' data)
