How to know where to enter a DAX function
It seems that some DAX functions are for use in regular measures -- such COUNT, SUM, CALCULATE, etc...
Whereas other DAX functions such as SUMMARIZECOLUMNS and SELECTCOLUMNS are to be used table tools...
How is one to know the proper application of DAX functions?

It all depends on what you going to need the formula for. There is no such rule to when and where.
