Here are the steps you can follow：

1. Create calculated column.

Number =
VALUE('Table'[ANNO_SEQ_CARICAMENTO])
rank =
RANKX(
    'Table','Table'[Number],,ASC,Dense)

2. Create measure.

Flag =
IF(
    MAX('Table'[rank]) > MAXX(ALL('Table'),[rank]) -12,1,0)

3. Place [Flag]in Filters, set is=1, apply filter.

4. Result:
