User will set the value using increase and decrease button in a table, and projected value will be calculated using above value set by user

I agree that currently the What-if parameter is closest to what you want. However there is no visual that can provide increate/decrease spin buttons to adjust the parameter value. You can drag the slider to change its value.

I am not sure if the exact requirement that you are looking for is available in Power BI, however you can take a look at What-if parameters and see if it caters to your requirement
