I am fairly new to Power Bi and curious how I might be able to tweak the top stacked column chart to break down each year into quarter (or even month) so that you'd have each year, and then the related 'green, yellow, red' data in each quarter stacked so you can compare year over year and see quarters.
Heres how the data looks now:
And here (through magic of photo editing) how I'd like it to appear. I am pulling Calculating Month and Quarter in my Date table. Also, I just adjusted the top bar...each bar for each year would show it's relative qtr over qtr data
You could also cheat a bit and use calculation groups or multiple measures to get separate values per quarter and then match up the colors.
It's hard to visually separate the quarters though.

I don't know of way to have a stacked bar chart with two categories on the legend (sort of) like what you are describing. You could try it using small multiples but I don't see that as an option on your screenshot so you may need to update to a newer version of PowerBI Desktop.
