I tried like this

Red 1 = AVERAGEX(SUMMARIZE('BI Report_Manual Input','BI Report_Manual Input'[Month],"_mul",[HeadCount] * [Encoded Value] ,"_by" ,[Total Sum of Manual Encode] ),divide([_mul],[_by]))
