You are looking for Sub Category wise sort within each category
Please create a lookup table with the below format
SubCategory | SortBy |
A | 1 |
B | 2 |
C | 3 |
D | 4 |
Click on Sub Category column and change Sort to SortBy Column
Now Create a relationship with the main table and with SubCategory column
Use SubCategory from the lookup table

The image you shared is already sorted by Category in ASC order. You can update the sort order by clicking 3 dots top right side matrix table.
