How to format % and text

Hello community!
Does anywone know if there is a way that I could create a chart like this, with the condition if is less the 1%, then appears <1%?

Hi ,  @AnaAlbano 

According to your description, you want to custom your dara label in your visual.

For your need , you can use the new feature in Power BI Desktop, you can open it in the "Options->Preview features", if you do not have it , you need to update your Desktop version:

Then here are the steps you can refer to :
(1)This is my test data:

I create a measure to show the percentage in the visual:

Percentage Measure = SUM('Table'[Value])
 
(2)Then we can open the dynamic format for this measure:
Then we can put this in the dax box:

IF([Percentage Measure]<0.01,"<1%","0%")
 
Then we can meet your need , the result is as follows:
