How to format a specific cell or row in a matrix?

How can I format ROI on the matrix below to show percentage values?

 

And leave the other rows formatted as numbers without decimals?

Try the below measure and replicate the same for Target. 

 

Actual 2 = IF(MAX(Table1[KPI]) = "ROI",FORMAT(SUM(Table1[Actual]),"Percent"),SUM(Table1[Actual]))
