Hi @Jennilyn - it is because of invalid context for the table filter, you can use measure as below:
State Change Count =
CALCULATE(
COUNTROWS('States'),
FILTER(
ALL('States'),
'States'[Work Item Id] = MAX('States'[Work Item Id]) &&
'States'[Date] <= MAX('States'[Date]) &&
'States'[State Changed]
)
)
