How to enable Workspace Premium Capacity
I have worspace with this settings,
But still I don't see any Diamond in the workspace.
As per this link https://learn.microsoft.com/en-us/power-bi/collaborate-share/end-user-subscribe?tabs=creator#subscribe-others
If the report or dashboard isn't hosted in a Premium capacity, as indicated by the diamond icon,
iqb , You have to create a new workspace, while creating that you will get the option to choose premium .
Or Assign workspace to capacity
I doubt that will be true for my workspace

Amit what is different between the below screen,
and
I already enabled Premium capacity from settings but still bussiness users are not getting free access?
