How to download all data in PBIX file for others to make changes?

We have PBI Desktop vMarch 2023. We are publishing files to the PBI Service on the web. We would like another developer to download the file from the PBI Service complete with data and queries as many changes involve adding columns or measures to a query, then adding that to a viz. 

Currently on the PBI Service where I choose File, Download, it only includes the viz and a live connection to data, even when I change the option in PBI Desktop for the file called "Allow end users to export data with current layout, summarized data, and underlying data from the service or Report Server".

Is there a way for another user to download the complete PBIX file to make changes to it?

For downloading a report .pbix file, two modes are available:

• A copy of the report and data. Choosing this mode results in downloading a .pbix file that includes both the report you're downloading and the data on which the report is based.
• A copy of the report with a live connection to the data online. Choosing this mode results in downloading a .pbix file that contains the report you're downloading, but no data. Instead, the .pbix has a live connection to the dataset in the Power BI service. 

You can choose the first download mode.
