How to do an IF greater than function when cell is not blank

I have this measure that is working well, but when the [Expected Flow] is not calculated for certain areas, the result is still "Exceeds limit". I would like an 'IF NOT BLANK' filter to be added as well for when "exceeds limit" is empty. Thanks!
