Hi All,
I have a requirement to create a visualization of this sort (which shows all 3 quartiles, along with x-axis to start with min and end with max value).
But, I am not sure which viz to use or how to display it in powerbi as shown in the above screenshot. I tried using stacked bar chart but the problem is Utilization-YTD can be before 25th Quartile or between 25th and 50th or after 50th, so I cannot decide the placement of this column in x-axis.
I have already created the above calculations required , 25th Quartile, 50th and 75th, min max but not sure how to display it. Also, I cannot use any 3rd party visual which is not microsoft certified.
Any help would be greatly appreciated. Thanks in Advance!

Could you please share a bit more about your sample data(.pbix file better)?
Actually, if you want to shows all 3 quartiles, along with x-axis to start with min and end with max value, I think the Scatter chart could achieve your need.
Here is my sample data:
