How to disabled legend color changes ?

If so, I think it would be better to fix the sites in the legend. You can try adding a Dim table which includes all site values in a column. Create a relationship on site columns between the Dim table and your original Fact table with single direction and one-to-many cardinality. Then put Dim table's site column into the chart as Legend. In this way, the colors should be fixed.

I cannot reproduce it. I test on Version: 2.94.921.0 64-bit (June 2021) and Version: 2.93.641.0 64-bit (May 2021). The legend colors are fixed on both versions. You may check my pbix.
If you still have this problem, can you update your Power BI Desktop to the latest version and check the behavior again? If it also happens on the latest version, can you provide your pbix file after removing sensitive info? A simple demo which can reproduce this issue is enough.

Hello,
I think that the problem come from the fact that it is not always the same sites in the legend. And so even if I set colors in the data color section, if a new site appears, all colors are refreshed.
