How to disable Block Public Internet Access ?

In the image below, below 'Choose how embeded codes work', move the slider to the Right, and click Apply.  In this image what the choice means is to only allow embed codes currently in use, and don't create new ones.  When you make that change, the text next to the slider changes to Allow existing and new codes .

 

After making this change test if you are able to create an embed code.
