How to debug Power BI paginated

Based on the error scenario you're experiencing, it seems like you're trying to open a paginated report downloaded from a PowerBI.com in Report Builder, but you never open it, right?
Based on the information you have provided so far, I have the following ideas that you can try:
1. According to the error message: "Unable to connect to Azure database", it seems that the credentials you entered for Report Builder are not enough to access the data source corresponding to the paginated report, you can try to update the data source credentials to be consistent with the service
2. If it's convenient, you can check if you have updated to the latest version of Report Builder before doing this:
Download Microsoft® Power BI Report Builder from Official Microsoft Download Center
3. If the above suggestions do not solve the problem, you can provide the detailed error information you encounter in the text format in the case reply for further analysis and troubleshooting.

I'm sorry, but I don't know much about Report Builder. As searched , You can try connecting to your data source on Report Builder to see if the data source can connect.
