How to create the Matrix with Data Bar

Hi all,

I am trying to create a table/matric which can be shown with a data bar to show the portion.

At the same time, hoping to show the realised & forcast data on the bar with different color like this I cap from tableau

May I ask, is it possible I could do this in PowerBI

Yes, You would be able to do this with SVG

Or using a Custom Visual such as Deneb
