How to create row_based_metrics table for PowerKPIMatrix?
I'm trying to develop a row-based metrics table for use with PowerKPIMatrix, but am not sure how to create the underlying table. I have a date table and the individual measures, but I'm not sure how to bring it all together. How did they create the table in the sample?

It seems that you're using the custom visual Power KPI Matrix.
Please have a reference of this video about how to use it.
In addition, you could refer to the attached sample pbix.
