How to create navigation buttons with a horizontal accent bar

Hi 

Was going through the MS Learn modules on report design and using bookmarks.

I really liked the button designs in the training material. They were using Contosa Skateboard store.

The buttons had two selection - one for Chart and another for Map. When the active button was selected, there was a blue horizontal accent bar underneath the text.

I can't figure out how they did this and they do not explain how it was designed. I can't find the sample file either so cannot explore in detail.

Does anyone know how you can replicate the buttons with the horizontal accent bar?
