How to create dynamic tooltips for table visuals

How can I have a dynamic Tooltip for a table in which when I hover over a row it shows me a total for that line.

for example supose that I have a table in which there are different types of personnel's positions and when i hover over a specific branch it shows me how many people are occupying that specific post 

Details will remain the same for all the rows ,I tried "keep all filters on" but it didn't help .
