Using my date table which has a 'Year' Column. How do I create a measure for 2017, 2018, 2019, 2020 etc so that they will show in columns on a table?

You could create your measure without an explicite filter and then let Power BI do the grouping and filtering for you, i.e. in a matrix visual:
In the upper graph, the measure has the DAX as COUNT(Table[Column]).
