How to create a matrix with special layout?

Hi all,

I am wondering if I can create a matrix with below lay out?

Now I only compare the year 2018 with year 2019. Is it possbile to remove the YOY 2018 column? It's because I only have the data for 2018 and 2019. The 2018 YOY values are all blank.
