How to create a waterfall chart with a custom total bar and a custom bar with goal value?

The built-in waterfall chart does not yet define such columns.
You might consider using a reference line:
Or consider creating an enter table like this:
Then create another visual cancel background next to the waterfall image after grouping them together:
