How to create a 0 to multiple joint between 2 tables

Hello,

I have tried without success to implement a joint between 2 tables here i have the case of records on the column used join not present in theotherone (basically 0 to n).

Powerbi desktop only offers 1 to n.

Is thereany way to do it ?
