HI I am using Azure Sql server databse
My sql server version:2014
please any explain how to create Row level security in database
after creating RLS in database how to use in Power BI desktop(mean we create user account in Power BI)

I haven't found any doc which clarify that Azure SQL Server supports RLS. But now SQL Server 2019(on-premises) supports RLS feature, please read doc below:
In addtion, if you need to configure RLS for your tables, you can import the Azure SQL Server data to Azure SQL Data Warehouse and configure RLS using Azure Data Warehouse.
