I want to create my own map visual. What I want is to plot few location points on map with some color saturation. And then when user clicks on some point - I want to zoom in and add lines that go other locations (maybe regulate line width and add text) that will show all end points from this start point. So I want to be able click/unclick this points and change visual. Is it possible to do something like that? If yes - what language should I choose and where to look for some guidelines? Is R or Python helpful? Or should I use some Power BI API?
I'm new with this, so any help would be great!

Your demand is a good idea, while it is not supported to implement in Power BI Desktop currently. You can post your new idea https://ideas.powerbi.com/forums/265200-power-bi-ideas , to improve the Power BI Desktop.

Isn't it possible to create new custom visual from scratch on some programming language? I think I saw some examples in R. But not sure about interactive behavior

Yes, there is a similar case, while it already has a list of routes with origins and destinations in data source, which is not suit for your scenario (you would like to create location points and lines in map instantly ).
