How to build complex charts

Hi, Im trying to figure out how to create charts with Y axis data from two columns and a complex sort in PowerBI. The data shown below is from Excel. The data was extracted using the Pivot Table function and then manually sorted by priority, from low to high. Would appreciate anyones insights as to how this could be accomplished, even partially automated in PowerBI??

@LesthePink , You can have that in the Stacked column bar with Expand and concatenate label off not in the stacked bar as of now
