I want to build computer real time and Date show on first page, such as picture. Thanks!!

We can create a measure as below to work around.

weekday = 
FORMAT ( TODAY (), "ddd" ) & MONTH ( TODAY () ) & "/"
    & DAY ( TODAY () ) & " | "
    & FORMAT ( NOW (), "ttttt" )

Do you need a time on user's machihe when at time project opening?

The maximum what you can do is use NOW() DAX function https://docs.microsoft.com/en-us/dax/now-function-dax which will give you a refresh report datetime  and it will not updated continuously
