How to author Map Keys in custom Shape file?

Just replied to a similar thread (did not realize I somehow started 2 threads with the same issue?).
This thread has the answer. It has to do with converting to TopoJSON using MapShaper.org, not on the QGIS side.

Have you solve this by this reply?
Try opening the entire “Shapefile”, which is actually a compressed folder with multiple files such as .shp, .dbf, etc. in it. If you open the shp only, you only get the shapes, but the data/keys are actually contained in the dbf.
