How to apply Cell Elements font color formatting to different hierarchies

Is there a way to apply font color conditional formatting to all levels of a Matrix hierarchy?
For some reason, only the lowest level actually picks up the formatting. 
Currently the value of this Matrix is a unique measure, while formatting is based off another (very similar) measure

Thanks!
