How to annotate a line chart for a time series graph?

I need to add annotations at the beginning and end of the line chart. Ideally, I want the tooltips to be static, as shown in the image below.

For the chart, I took a screenshot of the tooltip on the right, and the left one is the tooltip.

Any tips or workarounds to achieve this would be greatly appreciated.

I am glad to help you.

In Power BI, tooltips are by default only displayed when the mouse is hovering over a data point and disappear once the mouse is removed.

Perhaps you could try using Narrative visual to add comments to the beginning and end:

You can also add Multi-row Card visual to see the beginning and end of the Line Chart visual by swiping up and down:

I have attached the pbix file for this simple example below, I hope it helps.
