How to annotate a line chart for a time series graph?

I am glad to help you.
In Power BI, tooltips are by default only displayed when the mouse is hovering over a data point and disappear once the mouse is removed.
Perhaps you could try using Narrative visual to add comments to the beginning and end:
You can also add Multi-row Card visual to see the beginning and end of the Line Chart visual by swiping up and down:I have attached the pbix file for this simple example below, I hope it helps.
