How to add to set a URL/Hyperlink for a specific row in a Matrix table?

Hi all,

 

Is it possible to do conditional formatting to add a hyperlink/URL for a specific row in a Matrix view? 

For example I have a matrix that expands from Org Name > Person > Project (that they are responsble for).

I have a direct link to the Project but would like to make the Project Name clickable versus having it as +/- link that the user has to click on. 
Is it possible to have "Facility and Pipeline Engineering..." show as the display text but have it clickable to go to the link below? I don't want the name or org name to be clickable as you can have multiple projects to the person or org but only at the Project Name level.

@JohnYEG , URL formatting is available under cell elements, but as of in Matrix it can only be done only values not for row

Thanks! that's what I kind of thought. I tried doing it at the cell level but then is there a way I can condition it that that the link only appears when the row level is at the Project?
