How to add data labels on filled map/shape map If I have only the area name and it's cost of living?

I want to show cost of living value for each area on the map(Filled/Shape map). But I don't have any latitude and longitude values except it's location name. Is it possible?

@Anonymous , You can show location in MAP, and filled map.

I can take area names under location but I didn't see any option to provide cost of living values as data labels.In Tooltips I can give bt it works only on mouse hover which is not my requirement.
