How to Load image without reducing the Quality

Hi,
I am facing a problem on loading a bunch of images to power Bi
After loading the images i need to convert them in to Url for that the image size have to be 25 KB
to load the image need to reduce the size without effecting the quality of the images.
Can anyone guide me how to solve this Please.
