How to Highlight cities in Shape map?

Hello all, 

I have filed called City with 5 ditinct values. I want to use shape map and highlight those cities only. 

I have followed instruction from this page and also added region keys to my model (https://docs.microsoft.com/en-us/power-bi/visuals/desktop-shape-map#use-custom-maps)

right now its able to highlight all provinces with different colors using Data colors but I need to highlight only cities not whole provices, if its possible.
