I want to choose one of the columns on the left table to get all the values in the right table that contain the same value.
As highlihgted in the picture, I want to get all the rows that contain 'Unemployment Insurance' on the right table.

Why do you need to create measures?
could tell me what's wrong you meet when you use the methods v-yulgu-msft provides?

Assume "visit reason values" and "visit reason" are two columns in different tables.
add [ visit reason values] in the slicer, create measures
selected value = SELECTEDVALUE(Sheet3[values]) show = IF(NOT(ISERROR(FIND([selected value],MAX(Sheet4[reason])))),1,0)
add measure [show] in the visual level filter and show items when value is 1
