How to Create Custom Territories from Census Tracts
I am trying to convert groups of census tracts into markets for the entire nation (US) and have it display over top of the base layer. Is this possible with the current state of PBI?

Qiuyun Yu, thank you for the quick response.
What I am trying to do is create custom layers that will show a person's geographical trade zone. Essentially, I have a list of census tracts, I want to group them together to create a trade zone that will over lay on the map. Then I can plot out sales by xcoord/ycoord.
I have tried using arcmap and bing maps. There doesn't seem to be a way to create a custom territory that can be layered on top of a basemap.
