you can try this
Measure 2 = if(ISFILTERED('Table'[Column2]),max('Table'[Column3]),blank())

This one works. May I have your powerbi settings?
Mine is like
| Asia | Toy |
| Hong Kong | Toy |
| China | Computer |
| Korea | Toy |
| Japan | Computer |
| Taiwan | PS4 |
Because Asia is pulling first for the product column.

you need to separate Asia and other countries to different columns. Then you can have the geo
hierarchy

They are now in different columns and different hiarachy. But how do you make them to expand like you G1 G2. Mine is expanded vertically
Thanks

you can try turn off the stepped layout in the matrix settings.
