How do I set my language
There is no Reginoal Setting in Gloabal, so i can not set my language
Version: 2.109.1021.0 64-bit

According to your screenshot, I think your issue is that you couldn't find Regional Setting in GLOBAL Option.
In my side, I download Power BI Desktop from website and Regional Setting works.
Please download the latest Power BI Desktop Version from below link and try again.
