I have a published data set that I want to alter. Before you stop listening, I KNOW YOU CAN'T UPDATE A PUBLISHED DATA SET! I wan't to REPLACE the data set, but every effort to do so has failed. When I connect to the data in PBI desktop, I have no ability to alter the data model, and publishing does not prompt for whether I want to replace the data.

In Power BI Desktop, re-publish the updated .pbix with the same name to the same workspace to overwrite the existing dataset and report.
The other way to update datasets is refreshing in the Service (either scheduled or ad hoc), assuming you have any necessary data gateways.
same issue- I was able to upload a data set and it would replace the old one in PBI. File names are the same. NOW it reates it as a new dataset and i don't want to rebuild reports. how do I overwrite the old data set or how do I redirect the report so it points to the new data set that I uploaded. I have a PBI pro license.

IF you have a PBIX file with the same name as the previous published Dataset/report, when you update the report and publish that the old dataset will be replaced by new one.
Check the new file name and make sure both have a same name.
