How do I make a date slicer which does not affect the other column?

In Power BI, for example, in the same table, I have a column called Date Offer and another column called Start Date.

The Date Offer has:
Candidate A - 1 October 2022
Candidate B - 2 October 2021
Candidate C - 3 October 2021

And their Start Date is (respectively):
Candidate A - 1 January 2023
Candidate B - 5 October 2022
Candidate C - 1 December 2021

I want to have a main date filter that when I filter it by e.g., 2022, I want candidate A from the Date Offer column to show up because the date of offer is "2022" but then again, I want Candidate B from the Start Date column to also show up because it's still "2022". Is this possible?

I don't know if I'm making sense but essentially, I want a date filter that I can use across the scorecards. So, as an example, if I filter 2022, I want Date Offer to show me all offers that have gone out in 2022 and also I want to show how many started in 2022 (Start Date). The filter should not affect each other's numbers i.e., those who were offered in 2022 AND started in 2022 - which is the normal case in Excel as in when you filter the Date of Offer column as 2022, you're already filtering out candidates who started in 2022 who accepted the offer in 2021. I don't want that. I still want to see 2022 starters.

Initial thought is this is hard because they are in the same table but please let me know if this is possible. 🙂

- use a calendar table

- create an active relationship to the offer date

- create an inactive relationship to the start date

- use USERELATIONSHIP to identify starts that happened in the same time period as the offers.
