How do I make a chart like this?

Hi everone. Maybe because it's Friday night, but trying to work out how to make a chart like this. It looks like a simple bar chart, but how do I get the Clusters listed beside each bar (Stronger communites Planning and Environment etc) rather than showing as up in the legend?
